Under the Bureau of Indian Standards Act, 2016 (11 of 2016), the Ministry of Mines, on behalf of the Government of India, has made the Primary Lead (Quality Control) Order, 2025. The provisions of the order will come into force six months from the date of publication, i.e., October 17, 2025, and the notification was published on April 17, 2025.
The Indian Standard IS 27:2023—Primary Lead—Specification is to be adhered to by primary lead that is manufactured, sold, and supplied in India, as per this order. Also, the Bureau of Indian Standards (BIS) Standard Mark will be marked on the products to specify that they adhere to some standards of safety and quality.
The following Indian standard must comply with the QCO's requirements:
BIS Certification for Primary Lead - IS 27
Primary Lead QCO has laid down the following requirements for compliance:
IS 27:2023, which describes the technical and quality specifications of primary lead, is to be complied with by all primary lead products.
- In Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018, the Bureau of Indian Standards shall issue a license for the products to affix the BIS Standard Mark. All producers, importers, and vendors who want to produce, import, or sell primary lead in India need to have a BIS certification.
This QCO may be utilized for: In the domestic market, all manufacturers, importers, and suppliers engaged in the production or distribution of primary lead. Because export-oriented production is not covered under the order, it does not apply to goods meant only for export.
The following exclusions are addressed by this order:
1. Exports: This QCO does not extend to products manufactured solely for export orders.
2. Indian Standards: According to the Bureau of Indian Standards announcement, the latest issue of the Indian Standard shall come into force immediately upon publication.
The Bureau of Indian Standards (BIS) is the designated enforcing and certifying authority for this order. BIS will have the responsibility of primary lead product certification, inspection, and ensuring compliance with the prescribed standards. In case of non-compliance, the Bureau will also take enforcement action.
On October 17, 2025, the Primary Lead (Quality Control) Order, 2025, will become effective. In order to provide business process continuity, manufacturers and importers should make sure they comply with the compliance requirements and get the BIS certification prior to the deadline.
Failing to follow this order is punishable, as provided in the Bureau of Indian Standards Act, 2016. The penalties are intended to make only top-notch and certified primary lead products available in the Indian market.
