Indian Standard: Drafted (Quality Control) Order, 2025

This is to inform you that the Bureau of Indian Standards Act 2016 (11 of 2016) has issued the Bearings (Quality Control) Order, 2025, on behalf of the Indian government. This notice is published as a draft now and will apply to all businesses, distributors, exporters, new applications, and licenses that are currently in force as of the date it is published in the official gazette. 


The Ministry of Commerce and Industry's Department for Promotion of Industry & Internal Commerce issued this directive to encourage commerce and business. The order seeks to control the quality of bearings in the market, with adherence to set standards and enhancing product reliability. It requires all parties to comply with the set quality parameters to promote efficiency in trade and consumer confidence.

How does BIS work for bearing products?

Procedures for licensing and surveillance are often part of BIS certification. The following steps make up the licensing process:

  • The manufacturer will submit a BIS certification application.
  • The factory will undergo a preliminary inspection by a BIS officer.
  • Following the evaluation, product samples will be looked at.
  • Following the examination, the BIS officer will make a decision based on the results of the tests, inspection, and other factors.
  • Following the inspection process, the examining officer will conduct a comprehensive assessment of the factory using the surveillance approach.

 

The following actions are part of the surveillance technique:

  • To verify the test results, the inspection body will visit the factory.
  • The samples will be sent to separate labs by the inspection officer.
  • A description or comments on the complaint about the inquiry will be included in the test report.
  • After the report has been evaluated, the BIS license for bearings is granted.

 

List of BIS QCO Standard for Bearings in 2025

Check which type of Indian Standard (IS) is covered under the BIS Scheme-I for bearings:

  • Tapered Roller Bearings: IS 12102 
  • Self-Aligning order Roller Bearings: IS 6454
  • Single Row Deep Groove Ball Bearings: IS 6455
  • Double Row Radial Ball Bearings: IS 6456
  • Single Row Cylindrical Roller Bearings: IS 6457
  • Double Row Cylindrical Roller Bearings: IS 6458 
  • Thin-Walled Plain Bearings: IS 10203
  • Plain bearings - Thick-Walled Bushes, Plain and Flange Type, Full-Round (Without Any Joint Or Slit): IS 14478 
  • Ring Type Needle Bearings: IS 4215
  • Plain Bearings Ring Type Thrust Washers Made from Strip: IS 9764 (Part 1)
  • Plain Bearings Pressed Bimetallic Half Thrust Washers: IS 9764 (Part 2)
  • Porous Metal Powder Oil Impregnated Bearings: IS 3980

Conditions for Adherence:

The guidelines outlined in the Bearings (Quality Control) Order (2025) QCO must be followed by the applicable Indian Standard as defined in the Quality Control Order.

Standard Mark:

Goods listed in the QCO must bear the Bureau of Indian Standards (BIS) mark of conformity, which is issued under a license obtained by Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

Application:

These Indian Standards must be followed by micro, small, and medium-sized enterprises as defined by the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006) as given below:

  • Date of implementation in general (other than micro and small enterprises): Six months after this order's publication date.
  • Date of Implementation for Small Enterprises: Nine months from the date of publication of this order
  • Date of Implementation for Micro Enterprises: Twelve months from the date of publication of this 2 Self-Aligning Order 

Exemption:

This order will not apply to the following situations:

1. Imports for Research & Development (R&D) by Bearing Manufacturers: 

  • A maximum of 200 units of goods or articles can be imported in a year.
  • Import purposes should be solely for research and development.
  • Such imported articles shall not be sold in the open market.
  • They can be disposed of only as scrap.
  • The manufacturer shall keep a year-wise record of such imports.
  • Such records shall be furnished to the central government as and when required.

2. Domestically Produced Goods for Export:

  •  This order will not apply to goods or articles produced domestically for export.
  • The aforementioned restrictions are strictly adhered to by this exclusion.

NOTE: Nothing in this order applies to domestically produced commodities or articles intended for export.

Timeline for Implementation

  • The Bearings (Quality Control) Order 2025 will take effect immediately once it is published in the Official Gazette.
  • The Bureau of Indian Standards (BIS) will be the certifying and enforcing authority under this direction.

Penalties for Noncompliance

Not complying with this regulation will be subject to penalties under the 2016 Bureau of Indian Standards Act.
