Marine plywood is a high-performance structural panel engineered for use in moisture-intensive and demanding environments, including shipbuilding, boat interiors, coastal construction, waterfront infrastructure, and outdoor furniture, where standard plywood would fail due to delamination or fungal decay. Under Section 14 of the Bureau of Indian Standards Act, 1986, the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has issued a Quality Control Order making ISI Mark certification under IS 710:2010 mandatory for all manufacturers supplying marine plywood in the Indian market.
IS 710 defines the complete material and performance requirements for BWP grade marine plywood in thicknesses from 3mm to 25mm, governing thirteen critical parameters including timber species, adhesive quality, veneer thickness, grain direction, water resistance, mycological (fungal) resistance, tensile strength, wet bending strength, moisture content, and preservative retention. Manufacturers, importers, and traders supplying marine plywood without a valid BIS licence are liable to penalties, including product seizure and fines under the BIS Act, 1986.

Mandate for ISI Mark Certification of Marine Plywood (IS 710) :
Under section 14 of the Bureau of Indian Standards Act, 1986 (63 of 1986), the Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade, after consulting the Bureau of Indian Standards, has issued the Quality control order. As per the Quality Control Order, all the manufacturers of Marine Plywood are obligated to obtain ISI Mark Certification.

- In the certification process, product testing is the most important stage as it determines whether the quality of the product meets Indian standards.
- For the same purpose, investments in testing facilities are required to install test equipment for internal factory test laboratories.
