BIS Scheme-II Licence: 5-Year Validity & Annual Fee 2026

BIS Scheme-II Licence: Revised 5-Year Validity & Annual Fee Rules 2026

BIS Scheme-II Licence:

The Bureau of Indian Standards (BIS) has issued an important update on 27th May regarding the revised timeline under the Amendment dated 25th February 2026, which shall be applicable in accordance with the BIS (Conformity Assessment) Regulation 2018. According to this latest amendment, the changes mainly affect the validity renewal and continuation process of the license issued under Scheme-II.These amendments bring significant changes that directly impact license holders, certificate holders, manufacturers, importers, and MSMEs operating under BIS certification schemes. This article provides a complete overview of the latest updates and their practical implications.

How Long Is the New BIS Scheme-II Licence Valid?

Under the revised Bureau of Indian Standards Rules, the administrative validity of the manufacturer's licence and its fee payment schedule are separated. That means the license to use the Standard Mark under Scheme-II will now be granted for a period of five years, which helps you avoid the administrative burden of filing an extensive, multi-step renewal application every year or two. However, even though the licence is valid for five years, the applicable fee must be paid annually by manufacturers, importers and MSMEs.

When must the 2026 BIS Licence Fee for the BIS registration renewal be paid?

Under the BIS (Conformity Assessment) Regulation, the BIS Scheme II license can now be granted and renewed for a further 5-year period after the completion of the initial validity period. This notification will reduce the compliance burden and allow manufacturers to pay the required fees annually rather than in advance.

  • Annual fee must be paid in Advance.
  • As per this Notification, the Government of India clarifies all applicable fees related to:
  • Grant of licence
  • Renewal of licence
  • Continuation of the operation of the licence

Manufacturers and certificate holders must pay all licensing fees in advance before the due date, and failure to pay these dues or submit production details by the deadline will result in automatic suspension of the license. This means licence holders must regularly track their annual payment deadlines to avoid any kind of compliance issues.

What Happens If You Miss the BIS annual fee payment deadline?

If the Annual fee and required production details are not submitted by manufacturers before the deadline, strict enforcement action may be taken in accordance with the BIS (Conformity Assessment) Regulation, 2018. Manufacturers must ensure continuous quality and regulatory alignment.

  • Provisions Non-compliance that may occur may include:
  • Suspension or it can lead to the deferment of the license
  • Cancellation or expiry of the license
  • Penalities

Therefore, the timely submission of the fee is extremely important for uninterrupted license validity

Submission of Production Details Is Mandatory

The Bureau of Indian Standards (BIS) requires applicants and licensees to submit annual fees along with production details to mintain up to date compliance records. If you fail to submit these details within the prescribed timeline, it can affect the continuation of the license, including suspension and cancellation. All production details and annual fee payments must be filed digitally through the BIS ManakOnline Portal.

Who Does the BIS 2026 Amendment Apply To?

The amended Bureau of Indian Standards (Conformity Assessment) Regulation) imposes strict regulatory rules for all manufacturers, importers, applicants, and existing license holders operating under Scheme II, which covers IT, electronics, and solar goods, and requires self-declaration to ensure compliance with the updated requirements.

Conclusion

The BIS conformity assessment amendment 2026 has been notified in the official gazette. This has shifted India’s product certification framework and made positive changes in the Industry. These new regulations mandate that fees be paid annually in advance of the due date and that a production statement be submitted simultaneously with the annual fee payment. This recent amendment has created a balanced system of strict regulation and industry support, rewarding compliant businesses with reduced paperwork while holding non-compliant ones.
